This public works contract concerns the execution of PHASE 1 of the works described in the “Project for the demolition of a party-wall building and two corner buildings, followed by urbanisation of the resulting space, located at Balmes Street, 30-32-34, Reus”, drafted by Technical Architect Maria Escoda Cabré of the Municipal Technical Services, Architecture Department. Therefore, this tender concerns exclusively PHASE 1 of the project, relating to the demolition of the buildings. The project was initially approved by decision of the Governing Board dated 25 May 2026, and definitively approved by the same body on 31 July 2026. This action is co-financed by the European Union through the European Regional Development Fund (ERDF). The objective of this action is to promote sustainable development and economic, social and territorial cohesion in Reus, within the framework of the Multi-Regional Operational Programme of the European Regional Development Fund. It shall be understood that any brand name, where applicable, accompanying the description of certain technical project items is purely indicative and shall be deemed to be followed by the expression “or equivalent”, in accordance with Article 126.6 of the Public Sector Contracts Law (LCSP). When reference is made to quality certificates or UNE-EN standards, equivalent certificates issued by bodies established in any Member State of the European Union shall be recognised, and other equivalent quality assurance evidence submitted by contractors shall also be accepted.

Execution project for the pending revegetation works in the surroundings of the funeral home. It is the will of this city council to act in the area of Avinguda de la Catalana and the descent to the Besós river park between Ronda del Barcelonès and the funeral home, improving accessibility and structuring the green and blue infrastructure. The action foresees that the area will be a “structuring green axis”. The original works began in August 2025 after the signing of the site verification report. Subsequently, the contract was subject to a modification and two extensions, setting the completion date as 22 May 2026. Upon reaching this date, the Site Management confirmed that the works had not been completed, resulting in a breach of contract and the abandonment of the works by the awarded company, a circumstance that motivated the initiation of the contract resolution file. As a consequence of this situation, the Site Management drafted several technical reports in which the following were determined: the final measurements of the units actually executed; the pending units necessary to complete the works and the additional works derived from the degradation, lack of maintenance and abandonment of the work. In accordance with these reports, it is noted that a significant part of the actions foreseen in the original project are already executed (earthworks, gabion walls, part of the pavements, drainage network, irrigation network, plantations, slope stabilization, among others), while the execution of different work units corresponding to paving, lighting, traffic lights, street furniture, signage, protections and various repair and replacement works derived from the time elapsed since the abandonment of the works remains pending.
