The object of this contract is the provision of the Legal Advice and Legal Guidance Service for the four areas of Social Services (First Reception Service, Childhood and Families Area, Social Promotion Area and PAAD Area). Among the professional profiles that make up the different teams, there is no figure specialized in legal advice, which is why occasional external legal advice is required, which allows for a better approach to the cases that are being followed up from the different areas. The object of the contract is to satisfy the different demands for legal and/or judicial advice from the professionals of the Social Services of Sant Adrià in relation to the cases they attend (people with mental health difficulties, disabilities, women victims of gender violence, families with parents in conflictive separation processes where the management of the custody of minors can be problematic,...) and the actions that derive from these user profiles (preparation of technical reports, judicial summons as witnesses/experts in relation to the cases that are being followed up, advice in relation to custody procedures for users...).

Execution project for the pending revegetation works in the surroundings of the funeral home. It is the will of this city council to act in the area of Avinguda de la Catalana and the descent to the Besós river park between Ronda del Barcelonès and the funeral home, improving accessibility and structuring the green and blue infrastructure. The action foresees that the area will be a “structuring green axis”. The original works began in August 2025 after the signing of the site verification report. Subsequently, the contract was subject to a modification and two extensions, setting the completion date as 22 May 2026. Upon reaching this date, the Site Management confirmed that the works had not been completed, resulting in a breach of contract and the abandonment of the works by the awarded company, a circumstance that motivated the initiation of the contract resolution file. As a consequence of this situation, the Site Management drafted several technical reports in which the following were determined: the final measurements of the units actually executed; the pending units necessary to complete the works and the additional works derived from the degradation, lack of maintenance and abandonment of the work. In accordance with these reports, it is noted that a significant part of the actions foreseen in the original project are already executed (earthworks, gabion walls, part of the pavements, drainage network, irrigation network, plantations, slope stabilization, among others), while the execution of different work units corresponding to paving, lighting, traffic lights, street furniture, signage, protections and various repair and replacement works derived from the time elapsed since the abandonment of the works remains pending. The subject of this contract is the provision of specialised street social education services focused on harm reduction related to drug use, delivered by a team of social educators carrying out socio-educational activities in open settings in the La Mina neighbourhood and, on an ad hoc basis, in other municipal areas identified as drug consumption zones. The service shall comprise: • Establishing contact and building relationships with people who use drugs and are in situations of vulnerability. • Promoting lower-risk behaviours associated with drug use. • Encouraging use of the Harm Reduction Room and other health and social resources. • Identifying social or health risk situations and making appropriate referrals. • Conducting educational interventions in public spaces aimed at reducing individual and collective risks. • Contributing to the reduction of drug consumption in public spaces and of discarded drug paraphernalia. • Intervening in prevention and mediation regarding situations affecting civic coexistence. • Coordinating with municipal services and community resources involved in supporting people who use drugs. • Street syringe collection.
