The works project subject to this procurement complies with Article 233 of the Public Sector Contracts Law (LCSP), with the needs to be met specified in its Report in accordance with Article 28 of the same provision. The paths described in this project are paths which, in addition to providing access to farmhouses currently inhabited and used for tourism, also connect agricultural, livestock and forestry holdings in the municipality; it is therefore considered that these interventions have become highly urgent due to the primary-necessity use made of these infrastructures. The impact of this intervention on the municipality’s paths is significant with regard to its objectives and scope, and represents an important element within the territory of Navès and for communication with other municipalities.
