The legal services of the Garrotxa County Council are formed by the acting secretary and two special administration technicians of Legal Services. However, they do not have staff with urban planning legal knowledge. The urban planning and building area has stated the need to contract a specialized legal advisory service in urban planning matters, which includes advice and support to the technicians of the Garrotxa County Council in relation to the urban planning assistance actions and files that they develop for the municipalities of the region. The object of the contract is, therefore, the specialized legal advisory service in urban planning matters. This advice will include, among other tasks that will be detailed below, the issuance of legal reports and opinions, support in the interpretation and application of urban planning regulations and in the processing of urban planning files, as well as technical and legal assistance in those matters that, due to their complexity or special sensitivity, require specialized advice.

The City Council of Sales de Llierca has included in the call for the years 2025-2026 of the Unique Plan for Works and Services of Catalonia (PUOSC), the execution of the project for the paving and improvement works of municipal paths in the municipality of Sales de Llierca, included in the PUOSC 2025-2029. The paths to be acted upon are: 1. Crossing of four paths, located about 200m north of the town hall building. 2. Can Joncarol curve, also located in the southeast area of the municipality, following the same Can Passolas path but about 2km from the start of the path. 3. Can Passoles ford, located in the southeast area of the municipality and about 300m from the start of the path. 4. Can Font and Can Serola path, this path starts from the Sales de dalt path and provides access to four farmhouses in the municipality, in its first section it collects water from the Can Font terraces and leads it to a torrent, where the path crosses with an existing concrete ford, the lack of a gutter and more rigid paving causes this section of the path to be damaged very often. The start of this section is found on the Sales de dalt path, approximately 1,5km north of the urban area of the municipality. All paths constitute access routes to various farmhouses and rural houses in the municipality and are subject to constant intervention by the council. Thus, the proposed solution aims to provide a definitive solution for the neighbors and users of the routes. In accordance with article 116.5 of the LCSP, given that the financing of the contract must be carried out with contributions from different sources, the full availability of all contributions must be accredited in the file. Consequently, the award of the contract is conditional upon the receipt, by the Garrotxa County Council, of the certificate from the Sales de Llierca City Council indicating that the municipal budget has sufficient budgetary allocation to be able to execute this work.
